GOVERNANCE / 02

Intelligence is not authority.

When AI touches living systems, the right to recommend and the right to act must remain distinct.

◎

A model may identify a pattern, suggest an intervention, or forecast an outcome. None of those capabilities grants it the right to intervene.

Authority requires context: who is accountable, what constraints apply, how decisions can be audited, and how permission is withdrawn.

Governed intelligence makes these boundaries executable. The resulting architecture is not anti-automation; it enables responsible autonomy.

A working proposition, open to evidence, challenge, and refinement.
